Methodology for Evaluation of Research Organisations in the Higher Education Institutions Segment 2025+Research Projects

The Methodology HEI2025+ is a national framework established by the Ministry of Education, Youth and Sports of the Czech Republic for evaluating research organisations within the higher education sector. It defines the principles, procedures, and indicators used to assess the quality, performance, and societal relevance of research, development, and innovation (R&D&I) activities conducted at Czech universities.

The evaluation combines both quantitative and qualitative approaches, emphasizing peer review by international experts through the International Evaluation Panels (IEP). It aims to provide a comprehensive understanding of each institution’s research environment, management, and strategic development, while aligning Czech research assessment practices with European standards, such as those outlined in the Agreement on Reforming Research Assessment (ARRA) and the Coalition for Advancing Research Assessment (CoARA).

The outcomes of the evaluation serve multiple purposes: they offer feedback for institutional improvement, inform public funding allocations for long-term conceptual development of research organisations (LCDRO), and strengthen transparency, accountability, and excellence in Czech higher education research.

International Evaluation Panel (IEP)

The International Evaluation Panel (IEP) is an independent body of experts responsible for evaluating research performance and strategic development in higher education institutions as part of the national evaluation framework. Appointed by the relevant provider, the panel is composed of at least seven members, with a majority of the experts from abroad, ensuring an impartial and internationally benchmarked review.

AAU’s IEP consists of seven members, supported by the panel’s secretary and a Higher Education Institutions (HEIs) methodologist appointed by the provider. This is the first evaluation period in which AAU is participating in the IEP-led assessment.

The IEP assesses institutions based on their self-evaluation reports, on-site visits, and supporting documentation, focusing on research quality, societal impact, institutional viability, and strategic direction. Its work is guided by clear statutes and procedures, with strict standards of impartiality and transparency.

The panel’s findings are summarised in a formal Evaluation Report, which provides both an overall rating and detailed recommendations for improvement. These outcomes serve as valuable feedback for institutions, inform public funding decisions, and contribute to aligning Czech research with international standards of excellence.

Prof. Emeritus Enrico Colombatto

Columbatto

Enrico Colombatto (chair of IEP) is Professor Emeritus of Economics at the University of Turin’s School of Management and Economics, where he taught from 1983 to 2024. He holds degrees from the University of Turin and the London School of Economics (M.Sc. and Ph.D.). A specialist in institutional economics, law and economics, and development policy, he has held visiting appointments at leading universities including Oxford, Toronto, and Stanford. Colombatto chairs the Scientific Committee of the Institut de Recherches Économiques et Fiscales (IREF) and serves on advisory boards for several international research institutes. An aAuthor of numerous books and articles, his work spans topics from property rights and entrepreneurship to international trade and economic transition.

Apl. Prof. Dr. Hardy Bouillon

Hardy Bouillon is Extracurricular Professor of Philosophy at Trier University, Germany. Born in 1960, he studied philosophy and art history at the universities of Albuquerque (USA), Oxford (GB), and Trier (D), where he wrote his doctoral thesis and completed his habilitation. Guest professorships have taken him to several European universities, including Duisburg-Essen, Frankfurt, Prague, Salzburg, Vienna and Zagreb. His publications include 6 monographs and 20 (co-)edited anthologies. Among the latter are Government: Servant or Master? (1993), Values and the Social Order (1995), Libertarians and Liberalism (1997), and Ordered Anarchy (2007). His two most recent English monographs, Business Ethics and the Austrian Tradition in Economics and Criticist Philosophy of Science have been released in 2011 and 2024 respectively.

Prof. Agieszka Slomka-Golebiowska, Ph.D

Agnieszka Słomka-Gołębiowska has been a Professor at the Warsaw School of Economics with research focus on governance and institutional economics. She holds PhD in Economics and MSc. in Finance and Banking from the Warsaw School of Economics (with distinction), completing Master Program in International Business at the Copenhagen Business School. She received prestigious awards including the Alexander von Humboldt Fellowship at Muenster University and the Polish American Fulbright Fellowship at the University of California, Berkeley (Haas), where she cooperated with prof. Oliver Williamson— – Nobel Prize winner in economics. She was also a visiting scholar at universities in Berkeley (Haas), Cambridge (MIT), Tucson (UOA), Munster, Copenhagen (CBS), Birmingham (BBS), Berlin (HSoG), Genoa (UoG – Law School) and Vienna (WU). She is an author of numerous articles in JCR journals and books as well as a speaker at business and academic conferences. 

Prof. PhDr. JUDr. Barbora Holá, LL.M

Barbora Holá is Professor in Empirical Legal Studies of International Criminal Justice at the Department of Criminal Law and Criminology at Vrije Universiteit Amsterdam and Senior Researcher at the NSCR. She has an interdisciplinary focus and studies international criminal justice and transitional justice after atrocities., Barbora has published extensively on these subjects and presented as an expert at international conferences and universities in Europe, Australia, Africa, and the Americas. She co-edited The Perpetrators of International Crimes: Theories, Methods, and Evidence (OUP), and The Oxford Handbook on Atrocity Crimes(OUP) and co-authored with Mark Drumbl Informers Up Close – Stories from Communist Prague (OUP). In 2018, Barbora was appointed as a member of De Jonge Akademie of the Netherlands Royal Academy of Arts and Sciences. In addition to other grants, in 2017 Barbora was one of the four candidates who received the prestigious ‘WISE’ (Women in Science Excel) fellowship from the Dutch Organization for a Scientific Research to develop her research line on empirical studies of international criminal and transitional justice after atrocities, and, in 2021, she received a VIDI grant to study intergenerational impact of transitional punishment (see www.atrocitylegacies.com).

Doc. Ing. Marek Hudík, Ph.D.

Marek Hudik is an Associate Professor in the Department of Managerial Economics, Vice-Dean for Research and Doctoral Studies, and Director of the DBA program at the Faculty of Business Administration, Prague University of Economics and Business. He is also a researcher at the Centre for Theoretical Study. His current research focuses on institutional economics and applied microeconomics. Before joining the Prague University of Economics and Business, he worked at the International Business School Suzhou, Xi’an Jiaotong-Liverpool University, China. He has also held visiting positions at several renowned institutions in China, Italy, Germany, and the United States. Marek holds a Certificate in Professional Studies in Learning and Teaching in Higher Education and is a Fellow of the Higher Education Academy (UK). Throughout his career, he has received several teaching and research awards. In addition to his research, he is active in bridging academia and practice.

Doc. Ing. Josef Montag, Ph.D.

Montag

Josef Montag is Associate Professor at the Department of Economics and Empirical Legal Studies at the Faculty of Law, Charles University in Prague. He holds a habilitation in economics from Charles University and a PhD in Law and Economics from the University of Turin. His research focuses on inequality, discrimination, and criminal behavior and justice, with publications in journals such as the Journal of Housing Economics, Kyklos, Journal of Economic Behavior & Organization, and Journal of Quantitative Criminology. He has been a principal investigator or co-investigator on a number of international and national research grants, including Horizon Europe and Czech Science Foundation projects, and currently leads the EU-funded Center for Inequality and Open Society. He also serves as Chairman of the Economics Panel at the Czech Science Foundation and is active in international academic networks and evaluation committees.

Doc. PhDr. Tomáš Nigrin, Ph.D.

Tomáš Nigrin is the Director of the Institute of International Studies at the Faculty of Social Sciences, Charles University. His research focuses on German social and political history after WWII, contemporary German politics, transport history, and transnational history. He studied at Charles University, Freie Universität Berlin, and Humboldt Universität, and has undertaken a number of research stays at Heinrich Heine Universität in Düsseldorf. He has led several major international projects. He has served as a visiting professor at Universität Regensburg and has also taught at universities in Cologne, Vienna, and Tbilisi. He was the Chair of the Academic Senate of Charles University and the Vice-Chair of the Council of Higher Education Institutions of the Czech Republic.
