This course will cover a broad spectrum of inter-related environmental issues and contexts (there are nearly always competing interests that must be balanced with environmental interests), including: 1) Fundamentals of Ecology (ecosystems, biodiversity, habitats, indicator species); 2) Energy Use and Climate Change (the challenge of balancing economics, environmental impact, national security); 3) Principles of Environmental Law (land, water, air: prevention and clean-up;); 4) Natural Resources (endangered species, preservation of land, forests, marine life, problems of scale; balancing preservation with utilitarianism); 5) Environmental Theory (tragedy of the commons, internalizing externalities, risk assessment/risk management; methods of encouraging environmentalism: education/ information, tax incentives, cap and trade, laws/regulation); 6) Environmental Administrative Law (Procedures for decision making; implementing environmental laws and regulations; Public choice/capture); 7) Land Conservation (How to encourage conservation on private land); 8) Trade and Environment (balancing EU and WTO principle of non-discrimination with environmental polluter pays principle; role of NGOs in MEAs (Multilateral Environmental Agreements). I am interested in exposing students to NGO’s and environmental issues specific to the Czech Republic as well as to the broader international community. We may, for instance, read, in whole or in part, President Klaus’s book, ‘Blue Planet in Green Shackles: What is Endangered – Climate or Freedom?’ (The idea being that exposure to environmental skeptics, as well as environmental proponents, has its place.) One of the challenges of teaching an environmental course is the wide range of environmental knowledge and exposure students bring with them upon entering the classroom. But if students are open to learning from each other such diversity can also be seen as an advantage. The subject matter is broad enough that no matter your knowledge base and experience upon entering the class my hope and expectation is that each student will both discover the resources and motivation to move forward in areas of particularized individual environmental interest, and, more generally, move forward in developing his or her own personal environmental sensibility to carry forward no matter what specific direction your studies might otherwise take you. Evaluation: A variety of in-class individual and/or group assignments/short papers will be emphasized, so that the grading scheme will be based 40% in-class assignments, 30% mid-term and 30% Final Exam.
